Beyond Age Control

An age gate can route risk. It cannot make the room safe.

Keep proportionate, privacy-preserving age controls where risk warrants them — but treat them as one layer in a national safety capability that also changes product design, builds competence, detects and interrupts high-risk patterns, connects children to help, disrupts offenders, protects strategic autonomy and measures real-world harm.

The gate and the room are two different questions

Age assurance can delay entry, route users away from high-risk functions and protect specific features. It does not redesign recommendations, contact, commerce, reporting or response.

Children do not experience these as separate markets. Harm typically begins in one service and completes in another, which is why service-by-service rules under-perform.

Along this path sit problematic use, cyberbullying, grooming, sextortion, scams, misinformation and propaganda, radicalisation, synthetic sexual abuse, privacy and profiling, and commercial manipulation.

Implementation moved; safety did not automatically follow

The figures below describe implementation and early observation. They do not establish that access restriction alone reduces harm — and they do not show that regulation caused every child to install a VPN. Weak or inconsistent gates can, however, create a circumvention curriculum and displacement risk.

Evidence note: robust prevalence evidence for children buying second phones to evade controls is limited. Monitor this behaviour; do not assert it as an established effect.
